The Challenges of Urban Land Use and Occupation in the Municipal Council of Moatize City, Tete Province
Abstract
This article aims to reflect on the issues arising from the current use and occupation of land, the urban challenges, particularly regarding land management and the impact of public policies on the sustainable development of the City of Moatize. The methodology used included qualitative research through bibliographic and documentary review, which involved the collection and analysis of previously published technical materials addressing this topic, as well as theses, dissertations, and national legislation — namely the Constitution of the Republic of Mozambique (2004). Field research with direct observation was also employed, aiming to identify and assess the types of land use and occupation present in the study areas. The information gathered revealed that the neighborhoods under study face the most alarming conditions in the municipality, presenting serious environmental sanitation problems. Legislation on this matter has historically been limited, and there is a lack of technical capacity at the municipal level to address the issue effectively. Therefore, among other alternatives, it is proposed that public policies be strengthened to enable the recovery of detailed urban plans. As a result, it was found that the studies conducted align with risk analysis techniques, and the urban project largely followed the recommendations of the EIA/RIMA. However, the implementation did not fully adhere to the project due to political interference in urban management. It was observed that a lack of interaction with the population regarding urban land use and occupation in the study areas led to conflict. In conclusion, there are technical difficulties in reconciling urban and environmental aspects; however, the existing norms and methodologies provide a foundation to mitigate most socio-environmental risks. That is, the main challenge lies in the current public management system in Mozambique.
